异常状态上报

Type	Command	说明
0x0030 007f	0x00f0 0000	获取机器人异常状态信息

返回 ErrorList 数组，每个错误包含：

• Code - 错误码
• Name - 错误名称
• Resources - 相关资源
• Severities - 严重等级
• Source - 错误来源
